Someone doesn't understand "on truncation"

The thing is I don't even think the vendor is trying to be untruthful, I just think he is being stupid, a bit like the person who slabbed the coin in the first place.

What do you guys make of this 1875 QV Halfcrown which was in a joblot of coins. Weights and measures are ok but it seems a really weak strike on the 5.
