Is this error or bad designed?

Found a loose inner metal £2 pounds in a bag, the middle part accidentally got pushed out easily, is it bad designed or error? Does it worth anything?

It is not a design fault or an error. The coin looks like it has taken serious abuse to cause the centre to drop out.

Is the coin rusted? Looks like it may have been buried.

I'd say it was found in the road, after having been driven over many times, by the look of the damage...
