Grade wise...and specifically about the 'shinier' high points...does it look like the coin may have been cleaned? And lastly what would you regard as a fair price?Thanks! Need your advice! Quote
Nicholas Posted June 14, 2015 Posted June 14, 2015 (edited) Without seeing in person, my guess is that not so much cleaned with chemicals but perhaps has been rubbed or lightly polished with a cloth. This is typical of most proofs- because their finish is mirror like and once you handle them they have greasy finger marks...so... it's the soft cloth treatment and voila! a false shiny appearance (that most people won't notice) Edited June 14, 2015 by Nicholas Quote

I would be aiming for something that looks more like this, but that is partly down to personal preference with regard to proof coins:But of course budget/what you are prepared to pay always comes into it.
