Your pix have obviously been scanned, you need to crop the scan around the coin then upload, you are allowed 150k upload for each reply

It would be impossible for it to be struck like that because the silver part is inserted to the brass ring before the design is struck, as far as I'm aware. I think it is possible with the right machinery to actually push out the centre part, so perhaps someone has pushed it out, then pushed it back in again the wrong way round, just for fun.

chris is right i have heard that the 1998 coins were quite prone to popping out quite easly.

You can remove the inner part by putting the coin into liquid nitrogen. With different coefficients of expansion for the two metals, the insert falls out without the need to apply any damaging forces, so it would be easy to produce a mint state "error".
