To my eye it is a Group 3 (but this I am not sure of and need to spend more time having a closer look). I think the reverse reads CIVI / TAN / CAN / TOR . Where the error is that usually TAN reads TAS. Is this an error that comes up? Maybe the lower literacy when the coin was struck caused this?
