This could be the result of poor quality control of the Indian mints (a proud tradition which continues to this day). Nearly all Indian error coins show signs of heavy circulation, as long as it's spendable: use it. But I have seen plenty of forged Eddy rupees and half rupees.

I think this may well be one of them, general overall mushiness and the position of the lettering with regard to the bust.

I'm no expert in Indian, but the lettering looks very suspect from the letters themselves to their orientation and spacing...
