What is this?

I bought a picture/plaque at a auction years ago, and on the back cut and placed into the back about 1/4 inches deep is a coin or some kind of token? It is bronze or copper? It measures a little over 1 3/4 of an inch wide. I don't know a thing about coins! It has written on it "Arts and Commerce Promoted" The picture on it is a bust of a king and queen? The queen is wearing a large helmet with some kind of animal (with wings on him) . At the bottom of the queens bust is signed W. Wyon. Of course, I can't see the back of this coin/ token due to it is mounted or placed into the plaque. Can anyone help me identify what it is? and perhaps the age?--Thanks
