I have an acquaintance who's father was awarded this medal for his work in creating the Clad Metal system used to replace Silver in US Coins (dime, quarter, half dollar and dollar). I believe it is a plated bronze medal with the recipient's name and year engraved on the reverse. Hence, the name and date is necessary to identify it. Quote
