The penny you have posted has been messed around with by someone in a workshop, possibly on a lathe or with a grinding tool. Difficult to know what they were trying to achieve, maybe creating a double tailed coin? Anyway, this would be termed "Post Mint Damage" or PMD and adds no value to the coin.
