letter in front cover of Hocking

I got a copy of both of Hocking's books recently and they both have letters saying "With compliments of the deputy master of the Royal Mint" in the front.

Did all copies come with these letters?

No idea, but given he wrote it there's a good chance. I presume they were distributed via the RM.
