From the condition of the penny and the overlying numerals, it does appear to be a minting phenomenon rather than afterwards.See the 3 and 9 look to me like they have been done post striking, but the 1 and the 6 look like they have been done before, just based on the fact that the 3 and ( have parts of the little circle in the number, but I could just be shadows on the coin.
