Help Identifying Mint and Moneyer of a Henry I Double Inscription Penny.

Hi, I recently bought a rare Henry I Double Inscription Type Penny, which I am very happy with, but I have been unable to identify the mint and moneyer of the coin. I think I can make out 'PA...N...ATR' on the reverse, but I am not sure. I have uploaded a photo of the reverse of the coin, so any help anyone can give would be much appreciated.

Here is a photo of the obverse, the portrait has some double striking but it is clear enough to see the main details:
