Coin ID help

Hello, 

I found this in the garden while digging. Not sure what it is.. maybe its not even a coin. 

I'm just very curious! Does anyone have any ideas?

I'm fairly certain that it's an 1897 medal of Queen Victoria, her children and their spouses. Should be 19.5 mm diameter.
