Victoria Shilling, id needed

Hello!

Could you please help me in identifying a type of a Victoria's head?

I have found a site about it, but still not sure.

So, is it third or fourth head?

Looking at the end of Victoria's hair, it finishes in a closed loop so is fourth young head.  The third young head finishes in an open hook.
