What was the reason again for the addition of copper plug to the coins (same with the farthings of the time)?

Was this to try get people to associate a newly made tin coin(worth less than copper at the time i would assume?) as having some intrinsic value?

Made it more difficult for the counterfeiters

looks like the crown was maybe purchased in the 80's?
