Help with hammered silver penny

Hi, I'm new to the forum and I don't have a collection of english coins but I crossed paths with this coin for which I know very little. So, I joined the forum and welcome any help. I believe it's a silver penny, but of wich king (Edward I, II, III or even IV), I've no idea.

The reverse legend: civitas london

The obverse: edwar ant dn (don't know what to make of the rest)

This looks to be a class 10cf2 penny. It's technically Edward II but most references class it as Edward I.

The obverse legend reads: "+EDWA R ANGL DNS HYB".
