It isn't a coin, rather some kind of token or medallet. Toy money possibly given the similarity of reverse deisn to that of a crown and halfcrown? What's the diameter?

That's on the upper limit for most toy money manufacturers, but Lauer did make a few pieces at that size. Not with that bust though and I can't find it in any catalogue. Slim chance that it's by Allen & Moore as not all of their pieces were marked.
