Nicely made.

For scale, the top of box 12cm square.

Maybe a sighting cross staff?

The base is just a tapering hole as if it just sits on a pole....

My guess would be a base for a surveyors level /theodolite .

Looks like some sort of alidade but probably an adaptor to hold a surveyors compass steady on a tripod.
