1946 Penny Recut 1 in date

It seems to be a clumsy repair to just the one , and has no sign of any repair on the rest of the coin, it does though also have a slightly wavy exergue .

As far as I can tell this is the last year that any of the pennies underwent any kind of repair to the legend .  Any thoughts ???
