Difficult to say. A picture rarely conveys the same impression as something in hand. But there are clear lines on the obverse, hence the assessment.

No, those lines across the obverse are not typical of mint wiping, but suggest some kind of cleaning post mint.

May have been BOTH with the original mint wipe somewhat obscured by later rub. The obverse is much more obvious than reverse but plenty none the less.
